The "VI" in the VI file format stands for "Virtual Instrument", and an example of a physical instrument that can be simulated by a LabVIEW virtual instrument application is an oscilloscope. These virtual instruments can be developed from VI templates loaded unto the LabVIEW application, or from scratch via the set of functionalities integrated into the LabVIEW software, a program developed for scientific data research and measurement analysis.

Launch a .vi file, or any other file on your PC, by double-clicking it. If your file associations are set up correctly, the application that's meant to open your .vi file will open it. It's possible you may need to download or purchase the correct application. It's also possible that you have the correct application on your PC, but .vi files aren't yet associated with it. In this case, when you try to open a .vi file, you can tell Windows which application is the correct one for that file. From then on, opening a  .vi file will open the correct application. LabVIEW (short for Laboratory Virtual Instrumentation Engineering Workbench) is a system design platform and improvement environment for a visual programming language from National Instruments. It is frequently used for instrument control, data acquisition, and industrial automation on a range of platforms including Microsoft Windows, a variety of versions of UNIX, Linux, and Mac OS X. The latest version of LabVIEW is “LabVIEW 2012”, released in August 2012; this platform is originally released for the Apple Macintosh on 1986. The TDM file type is mainly employed with 'DIAdem', a program by National Instruments Corporation intended for measurements and engineering in areas such as evaluating, processing, and generating reports for measurement data. When TDM files are loaded into appropriate software, the original data together with any added descriptive information is immediately available to the user. This enables report generation, data analysis, and easier interpretation of results. This file extension is utilized by LabView, for the interaction of hardware devices with data being stored in ASCII format.

a word of warning

Be careful not to rename the extension on .vi files, or any other files. This will not change the file type. Only special conversion software can change a file from one file type to another.
